Vietnamese Deputy Prime Minister, Tran Luu Quang, has urged Japan to consider waiving visa requirements for Vietnamese citizens. The proposal was made during a meeting between Deputy Prime Minister Tran Luu Quang and Japanese Foreign Minister Hayashi Yoshimasa, which took place on May 25th in Tokyo. Deputy Prime Minister Tran Luu Quang was on a working visit to Japan and also attended the 28th Future of Asia Conference.
Currently, Japanese citizens are granted a 15-day visa exemption when visiting Vietnam. However, Vietnam is not yet on the list of countries exempt from Japanese visa requirements, and Vietnamese citizens are required to apply for a visa to enter Japan, unless they hold diplomatic or official passports.
Deputy Prime Minister Tran Luu Quang highlighted the issue of visa requirements and also requested the Japanese government’s assistance in supporting Vietnamese nationals who are living, studying, and working in Japan. Vietnam has a significant number of interns in Japan, with approximately 370,000 out of nearly half a million Vietnamese nationals residing and working there. These interns typically have a tenure of 3 to 5 years and earn an average monthly income ranging from $1,200 to $1,400.
During the meeting, Deputy Prime Minister Tran Luu Quang proposed that the discussed matters be implemented during high-level talks between the Prime Ministers of both countries, which will take place in Hiroshima. The proposed areas of cooperation include official development assistance (ODA), investment, trade, tourism, and local cooperation.
Vietnam is hopeful that Japan will prioritize its participation in the high-quality infrastructure development program in the Indo-Pacific region, with a budget of $75 billion. Additionally, Vietnam is seeking Japan’s involvement in the Asia Energy Transition Initiative (AETI) with a budget of $10 billion. Furthermore, Vietnam desires more favorable terms for new-generation ODA provided by Japan.
Foreign Minister Hayashi Yoshimasa affirmed the importance of Vietnam in Japan’s foreign policy implementation in the region. He expressed Japan’s commitment to continue cooperating with and supporting Vietnam’s development. The Foreign Minister emphasized the promotion of ODA cooperation in areas where Vietnam has strengths and advanced technology. He also expressed the desire to elevate the strategic partnership between Vietnam and Japan to new heights.
Apart from visa requirements and cooperation in various fields, Deputy Prime Minister Tran Luu Quang and Foreign Minister Hayashi Yoshimasa exchanged views on international and regional issues of mutual concern, including the South China Sea and Japan-ASEAN cooperation.
The discussions between Deputy Prime Minister Tran Luu Quang and Foreign Minister Hayashi Yoshimasa highlight the ongoing efforts to enhance bilateral relations between Vietnam and Japan, with a focus on facilitating travel and cooperation in various sectors. The outcomes of these discussions will have a significant impact on the future of Vietnam-Japan relations and the opportunities available to Vietnamese citizens in Japan.
